Explaining why the penalties are so strict for delays to kick-offs and restarts, the Premier League added: "Rules relating to kick-offs and restarts help ensure the organisation of the competition is set at the highest possible professional standard and provides certainty to fans and participating clubs. It also ensures the broadcast of every Premier League match is kept to schedule."
The fine comes as Arsenal, Chelsea, Spurs and the remainder of the Premier League wait to hear if City will be found guilty of 115 historic breaches of Financial Fair Play (FFP) rules. These alleged breaches relate to the manner in which key staff were paid between 2009 and 2018, and are separate to these breaches that were revealed on Thursday.
