New Railway Rules: How 24-Hour Advance Charting Will Change Ticket Cancellations, Refund Timelines, and Travel Planning for Indian Railways Passengers

Indian Railways is gearing up for a revolutionary reform that could change the entire train travel experience for you. The national transporter is trialing this altogether different ballgame concerning the preparation of reservation charts-a full 24 hours before departure of trains, to the existing convention of approximately 4 hours before. If this system comes to be implemented across the country, it would be clarity and relief for passengers, especially those left stranded on the waiting list.
Currently, train reservation charts are prepared only a few hours before a train is due to start, which often keeps passengers who hold waitlisted tickets hanging till the last moment. With the new regulation currently being trialed, Indian Railways aims to eliminate this uncertainty by giving travelers an advantage of confirmed seat status a full day in advance. This not only helps in planning the travel but also gives the passengers that extra time to cancel their tickets, in case they need to, and claim a refund.

Cancellation Effects of the New Rule

New Railway Rules are supposed to affect the timeline of cancellation and issuance of refunds. Below is how it stands now:
• Cancelling a confirmed train ticket between 48 and 12 hours before the train’s departure results in a 25% deduction from the fare.
• If the ticket is cancelled between 12 and 4 hours before departure, the deduction increases.
• After the preparation of the reservation chart (4 hours prior to departure), a general rule is that no refunds are allowed.
With the proposed change, since the chart will be finalized 24 hours prior, the cancellation window will also shift earlier. A faster decision will need to be made by passengers to avoid greater deductions or complete loss of the ticket fare.

Do Refunds Differ by Class?

Yes, the cancellation charges differ by class of travel. The cancellation fees are higher for 1st AC and AC-2tier tickets due to their high fares. On the other hand, lesser charges apply to cancellations for Sleeper Class and General Coach passengers. However, if waitlisted tickets are cancelled, a minimal deduction is typically charged, and almost the full ticket amount gets refunded.

How to Check Refund Status?

For tickets booked via the IRCTC website or mobile app, refund status can be checked online with relative ease. Once a ticket is cancelled, the amount which will be refunded and cancellation charges applied will be indicated on the platform. Hence, this transparency makes passengers aware of their dealings.

Is This Rule Being Implemented Nationwide?

As of now, 24-hour advance charting is being tested in a few railway stations. Indian Railways is watching closely how this will affect the comfort of the passengers and the effectiveness of its operations. If the pilot will succeed, the New Railway Rules will most likely be put into practice nationwide, and accordingly amendments in cancellation and refund mechanisms will be made.
