Bihar's Commitment to Clean Energy

In a significant move towards enhancing energy independence and achieving clean energy objectives, the Bihar Cabinet has officially endorsed the Bihar Renewable Energy Policy–2025. This new policy outlines a comprehensive strategy for the widespread adoption of renewable energy technologies, positioning Bihar as a frontrunner in India's transition to green energy.


Replacing the earlier framework established in 2017, this policy will be in effect for the next five years. It emphasizes the rapid implementation of projects involving solar, wind, biomass, green hydrogen, geothermal, pumped storage, and battery storage. The ambitious goal is to generate 23,968 MW of renewable energy capacity along with 6.1 GWh of energy storage, aligning with India's commitment to achieving net zero emissions by 2070 and fulfilling Renewable Purchase Obligation targets set by the Central Electricity Authority.


Expressing appreciation for the Cabinet's decision, Energy Minister Shri Bijendra Prasad Yadav thanked Chief Minister Shri Nitish Kumar for his visionary guidance. He remarked, “This policy marks a pivotal moment in Bihar’s pursuit of a cleaner and more sustainable energy future, showcasing the Chief Minister’s dedication to environmentally responsible development for future generations.”


The policy introduces a variety of incentives aimed at attracting investors, such as exemptions from stamp duty, land conversion fees, transmission and wheeling charges, electricity duty, STU charges, and SGST. It also includes provisions for open access, energy banking, green tariff options, deemed industry status, and streamlined clearances. Furthermore, it relaxes regulations regarding rooftop solar installation heights and facilitates carbon credit acquisition to encourage private investment.


Developed by the Bihar Renewable Energy Development Agency under the guidance of the Department of Energy, this policy draws inspiration from successful models in Maharashtra, Andhra Pradesh, and Gujarat. The drafting process incorporated feedback from various departments and stakeholders to ensure both practical implementation and innovative policy design.


Energy Secretary Shri Manoj Kumar Singh stated that this policy is crucial for meeting the increasing energy demands of the state while decreasing dependence on fossil fuels. “This represents a significant advancement in our commitment to establishing a robust, clean, and inclusive energy framework in Bihar,” he noted.


Additionally, the policy supports initiatives such as Renewable Energy Zones, hybrid energy parks, and campus-based projects, allowing involvement from registered developers, agencies, and private enterprises. With this endorsement, Bihar joins other states actively harnessing renewable energy to drive sustainable growth and economic progress.
