The Ministry of Skill Development and Entrepreneurship (MSDE) held a high-level workshop to align states, industry partners, and development agencies for the rollout of the National Scheme for ITI Upgradation, aimed at transforming 1000 government ITIs into modern, industry-managed hubs of skill development.

The Ministry of Skill Development and Entrepreneurship (MSDE) convened a day-long workshop at Kaushal Bhawan, New Delhi, bringing together senior officials from five State Governments—Assam, Gujarat, Odisha, Tamil Nadu, and Telangana—along with the Union Territory of Jammu & Kashmir. Themed “National Scheme for ITI Upgradation”, the workshop also saw participation from senior MSDE leadership, the Directorate General of Training (DGT), NCVET, NITI Aayog, and representatives from the World Bank and Asian Development Bank, who are co-financing this ambitious scheme.

The event focused on operationalising the scheme approved in May 2025, following its announcement in the Union Budget 2024–25. The plan envisions upgrading 1000 government Industrial Training Institutes (ITIs) into a hub-and-spoke model of state-led, industry-managed skilling institutions—200 as hubs and 800 as spokes—with each hub overseeing around four spokes. All upgraded ITIs will feature state-of-the-art infrastructure, modern machinery, and advanced training equipment.

Shri Rajit Punhani, Secretary, MSDE, reaffirmed the government’s commitment to early implementation, calling for proactive state engagement and identification of ITI clusters suitable for development. He stressed the importance of engaging Anchor Industry Partners (AIPs) to ensure industry-relevant training.

Ms. Trishaljit Sethi, Special Secretary and Director General (Training), outlined the scheme’s framework, underlining the critical role of industry partnerships. Economic Advisor Mrs. Archana Mayaram detailed the workshop objectives and the path forward.

State representatives presented their current skilling ecosystems, shared challenges, and highlighted areas needing ministerial support. In turn, MSDE and DGT officials assured states of guidance and capacity-building measures for smooth implementation.

The workshop concluded with a collective pledge to strengthen India’s skilling and entrepreneurship ecosystem. MSDE reiterated its commitment to convergence, capability enhancement, and excellence in ITI training, marking a significant step towards creating a future-ready workforce.
