News Desk. Since 5 September 2025 in Kanpur district of UP, the purchase and sale of land and property has now become expensive. After the completion of the process of amendment in the circle rate by the district administration, the new rates have been implemented. This will directly affect common people, investors and builders. However, relief has also been given in some cases, which may provide some relief to special classes.

What is the circle rate and why?

The circle rate is the minimum price on which the property is registered. The government decides this rate and it fixes stamp duty and registration fee. These rates had not been amended in Kanpur for a long time, causing a decline in government income and there was a big difference in the market price and circle rate. Now after the amendment, an attempt has been made to bring the circle rate closer to the ground reality.

In which areas how much circle rate increased?

The head of Kanpur has recorded an average of 29.52% increase in the head of Kanpur. This increase in various fields was as follows: Sadar III: 34.99%, Sadar II: 34.27%, Nerval: 31.66%, Sadar IV: 28.83%, Ghatampur: 27.20%, Sadar First: 26.75%, Bilhore: 22.90%

Where was the most impact?

The highest circle rate has been increased in the Meharban Singh Purva region. Where earlier residential land was Rs 4600 per square meter, now it has been reduced to Rs 10,000 per square meter. This will directly affect the pockets of those who buy houses, shops or flats.

In which cases are relief?

Although the circle rates have increased, the concessions have also been given in some cases. For example, the 18% common facility fee on flats has now been removed. Residential flat construction price up to four floors has been reduced from 30% to 60%. Concession has been given on large residential plots, 1000–2000 sqm: 20% reduction, 2000–3000 sqm: 25%, more than 3000 sqm: 30%

Changes in evaluation of agricultural land

According to the new rules, the old formula has been replaced in the evaluation of agricultural land in urban and semi -urban areas. Now the area will be evaluated from certain qualities according to the area: up to 0.051 hectares: 4 times the agricultural rate, 0.051 to 0.102 hectare: 3 times, 0.102 to 0.205 hectare: 2 times, more than 0.205 hectare: According to the agricultural rate

For farm houses and commercial properties

The agricultural land of the farm house will now be evaluated at 3 times the prescribed agricultural rate (up to 0.102 hectares). The rates of commercial construction will now be determined based on the quality of construction and the age of the building. The old formula -based evaluation has been abolished. Carpet area-based assessment has been increased from 5–15% to 10–20% as per the floor.
