SIR Rules: The SIR process is underway in many states across the country. Filling out SIR forms from two places is considered a violation of the rules. So, learn about the penalties you could face for doing so.

Special Intensive Revision (SIR) of voter lists is underway in nine states and three union territories. In Uttar Pradesh, this process began on November 4th and will continue until December 4th. Officials have been deployed to ensure smooth functioning in every area.

The Election Commission has clearly stated that voters should not file SIR forms from two places, as this could lead to problems. According to the Commission, filing enumeration forms from two places would be considered a crime under Section 31 of the Representation of the People Act.

The punishment for this could be up to one year in prison or a fine. If your name is registered in both a village and a city, you must decide which constituency you want to remain a voter in and submit the form from there.

Uttar Pradesh Chief Electoral Officer Navdeep Rinwa explained that the digital system will prevent double entries. The database will instantly detect who has filled in the form from two locations. Therefore, it is best to fill out the SIR form for the same location where they reside and where they intend to vote.

If a voter's name appears in both a village and a city, they should fill out the form for the area where they intend to remain a voter. Those who have left their homes or now live in another city should fill out the form according to the current address list.

The primary purpose of SIR is to remove a person's name from two locations and keep the records up-to-date. The Special Intensive Revision in Uttar Pradesh will begin on November 4th and continue until December 4th. Objections will be accepted from December 9th, 2025, to January 8th, 2026. Verification will be completed by January 31st, and the final list will be released on February 7th, 2026.

The second phase of SIR is active in nine states and three union territories. This includes Uttar Pradesh, Madhya Pradesh, Bengal, Chhattisgarh, Goa, Gujarat, Kerala, Rajasthan, and Tamil Nadu, as well as Andaman and Nicobar Islands, Lakshadweep, and Puducherry. The process is underway in a total of 321 districts and 1,843 assembly constituencies.
