The Maharashtra Transport Department has mandated the installation of High-Security Registration Plates (HSRP) for all vehicles registered before April 1, 2019, to curb number plate tampering, prevent counterfeiting, and enhance national security.

The initiative aligns with Supreme Court directives and central government regulations, which already require HSRPs for vehicles manufactured from April 1, 2019, onwards. State transport officials have urged vehicle owners to install these secure plates promptly, highlighting their role in road safety and crime prevention.

HSRP Booking Process and Guidelines

To streamline the installation process, the state government has launched an online booking portal. Vehicle owners must schedule an appointment through the Maharashtra Transport Department’s official website () and follow these steps:

  • Click on the HSRP Online Booking link.

  • Select the appropriate Regional Transport Office (RTO) code.

  • Submit vehicle details and proceed to the authorized HSRP vendor’s website based on the vehicle's zone.

  • Enter registered vehicle and mobile details from the VAHAN portal.

  • Choose a fitment center, date, and time as per convenience.

  • Make the payment online (cash transactions are not allowed).

  • Visit the designated HSRP fitment center on the scheduled date for plate installation.

  • Authorized HSRP Vendors and Zones

    To ensure a smooth process, Maharashtra has divided RTOs into three zones, each assigned a specific HSRP vendor:

    Beware of Fake Links and Scams

    Authorities have warned vehicle owners about fraudulent websites and unauthorized agents attempting to exploit the HSRP registration process. Citizens are advised to verify links before making payments and use only the official portals created by the Maharashtra Transport Department.

    Penalties for Non-Compliance

    The government has set April 30, 2025, as the deadline for all pre-2019 registered vehicles to install HSRPs. Vehicles without HSRPs or those using counterfeit plates will face a ₹1,000 fine under Section 177 of the Motor Vehicles Act, 1988. Additionally, key vehicle-related procedures—such as ownership transfer, address changes, hypothecation removal, duplicate RC issuance, and insurance updates—will not be processed unless the vehicle has an HSRP.

    Authorities Urge Swift Compliance

    The Maharashtra Transport Department has emphasized that HSRPs will improve vehicle traceability, curb vehicle-related crimes, and enhance overall road safety. Vehicle owners facing installation issues can register grievances on their service provider’s portal or directly with their respective RTO offices.
