Patna. The Bihar government has made significant changes in the process of creating a birth certificate, which have become effective since 2025. The main objective of this new order is to maintain transparency in certificates and control the number of wrong or fake documents. Especially in Patna district, order has been issued in this context by District Magistrate Dr. Tyagarajan SM.
What is the new rule?
Earlier, if the child was born more than a year ago, permission was taken from the BDO (BDO (BDO) to get a birth certificate. Now in this process, permission of SDM (Sub Divisional Magistrate) has been made mandatory in this process. That is, now in cases older than one year, only BDO permission will not be enough.
Changes in urban and rural areas
The responsibility of the registrar has now been given to the Assistant or Block Statistics Officer for making birth and death certificates in the urban area. While this work has been assigned to the Panchayat Secretary in rural areas. These registries will have the responsibility of issuing certificates on receiving applications within 21 days. If the certificate is to be made after 30 days, especially the death certificate, then it will be mandatory to give a post -mortem report, copy of FIR or order.
Procedure in the event of making certificates one year after the birth of a child
countryside: After more than 1 month, the Block Statistics Officer has to be contacted.
Urban Area: If birth has been more than a year since birth, it will be mandatory to get permission before SDM.
Necessary documents: The documents required for the birth certificate are: Hospital or doctor’s birth report, Sevika (Asha or Anganwadi worker) register, school certificate (if the child is enrolled in school), Aadhaar card, PAN card, driving license (if available), passport, service book (for government employee)
Why did this change need?
According to government reports, in the last few years, cases of fake birth certificates have been increased. Especially the documents were being misused in government schemes and other legal works. Because of this, the administration had to take strictness in the rules so that any kind of disturbance could be stopped in future.
