When discussing mayors in India, one often envisions a ceremonial position characterized by ribbon-cutting events and occasional controversies. In contrast, in the United States, the mayor functions as the CEO of the city, overseeing budgets, managing police forces, ensuring school operations, and engaging with investors. Unlike in India, where the mayor is more of a symbolic figure, in the U.S., the mayor is a crucial driver of the city's economy and daily life. For instance, Joharan Mamdani, the newly elected mayor of New York City, joins the ranks of influential mayors who operate with the authority akin to a city CEO. Cities like New York, Los Angeles, and Chicago implement a 'strong-mayor system,' where mayors derive their powers directly from the constitution rather than reporting to a political executive, granting them significant autonomy.



The Ceremonial Nature of Mayoral Roles in India

In most Indian cities, the mayor's role is largely ceremonial or symbolic. The real executive power lies with the municipal commissioner, typically an IAS officer appointed by the state government. This structure is consistent across major metropolitan areas such as Delhi, Mumbai, Kolkata, and Chennai. While mayors serve as the elected heads of municipal corporations, they lack the authority to make administrative decisions or create budgets, remaining accountable primarily to the state government and political leadership.



The Strong-Mayor System in the USA

The governance framework in American cities is distinctly different. Each city operates under its own city charter or local constitution, guiding municipal administration. In cities with a 'strong-mayor system'—such as New York, Chicago, Los Angeles, Philadelphia, Houston, San Francisco, and Atlanta—mayors possess extensive executive powers. They can appoint and dismiss department heads, prepare budgets, and even veto city council decisions. In these cities, the mayor is the principal figure in city administration, policy-making, and development planning.



Powers of American Mayors: Direct Control Over Cities

The U.S. Constitution grants cities 'home rule,' allowing state governments to provide significant autonomy to municipalities. Mayors of large cities like New York, Los Angeles, or Chicago have the following responsibilities:


Budget Management: The annual budget for New York City exceeds $100 billion, surpassing that of many states in India.


Police and Fire Department Oversight: The mayor appoints the police commissioner and sets policies.


School System Administration: With 1.1 million students, the mayor leads the Board of Education in New York.


Infrastructure Development: Responsibilities include overseeing metro systems, roads, and parks.


Economic Development: Mayors offer tax incentives to attract companies like Amazon.



Weak-Mayor and Hybrid Systems in Other U.S. Cities

Some U.S. cities, such as Portland, Charlotte, Phoenix, Dallas, San Antonio, Cincinnati, and Sacramento, operate under a 'weak-mayor system,' where the mayor's powers are limited, and many executive responsibilities are shared with the city council. Additionally, cities like Seattle, Boston, Denver, and San Diego employ a 'hybrid system,' where mayors have administrative authority, but the city council and citizen commissions also play significant roles.



Calls for Reform in India

Urban governance experts argue that given the increasing population and complex administrative needs in Indian metropolitan areas, there is a pressing need to grant more executive powers to mayors. However, achieving this requires political will and policy reforms from the states. Currently, the tenure of mayors in India is typically limited to 1 to 5 years, whereas in the U.S., mayors can be re-elected multiple times, allowing them to lead their cities for extended periods.
